    NOTICE OF SPECIAL MAIL BALLOT ELECTION
    The Portales City Council adopted Ordinance No. 737 at a public hearing held at their regular meeting of January 22, 2019. Ordinance No. 737 is “An Ordinance Amending Section 10.5-22, 10.5-23 and 10.5-24 of Article II of the City of Portales Municipal Code, Adopted on September 15th, 1998, to Amend and Revise the City’s Economic Development Goals, Strategies and Priorities, as well as the Targeted Business and Industries to Include Arts and Cultural Districts and Cultural Facilities or Retail Business as Being Eligible to Utilize Revenue Generated by the Municipal Local Options Gross Receipts Taxes Act or Projects as Defined in the Statewide Development Finance Act, and to Adopt a Resolution Calling for a Regular Local or Special Election within Seventy-Five (75) Days after Adoption of this Ordinance submitting a Separate Question to Voters whether or not this Ordinance Should become effective.” The ordinance amends existing City Code relating to Economic Development, but does not impose an additional tax. The ordinance expands the goals of the existing Economic Development ordinance. The reason for amending the City Code is due to a change in State Statutes.
    A special mail ballot election is set for April 4, 2019. The Roosevelt County Clerk’s books of registration for this election will close on March 7, 2019. Ballots are to be mailed out to the voters inside the City limits of Portales on March 11, 2019 and should be returned to the City Clerk’s office by 7:00 p.m., April 4, 2019.
